We are proud to introduce our newest Access to Justice All-Star, Anthony Morgan! Anthony is a practicing human rights lawyer and is the Manager of the City of Toronto’s Confronting Anti-Black Racism (CABR) Unit.
Anthony has a long-standing commitment to promoting access to justice through his legal career in civil, constitutional, and criminal state accountability legislation, and he has appeared at various levels of court, including the Supreme Court of Canada and the United Nations human treaty bodies. For his efforts as a racial justice lawyer, he has been nominated twice as one of Canada’s Top 25 Most Influential Lawyers by Canadian Lawyer Magazine.
Anthony is known for his legal, social, and public affairs commentary on issues concerning race and racism, critical multiculturalism, and critical race theory in Canada. His work has been recognized and featured in countless major news platforms and he has shared his thoughts and experiences on podcasts and news reports.
In addition to his legal work, Anthony is also a freelance columnist, writing “Colour-Coded Justice”, which appears in the Canadian Centre for Policy Alternative’s bimonthly magazine, The Monitor. Through this column he explores racial justice issues in Canadian life, law, and policy.

“Anthony’s work blends advocacy and policy development in a way that transforms the landscape of our legal justice system. Anthony focuses on the way that the justice system impacts those from vulnerable and marginalized communities, especially Black Canadians. He draws out the unintended consequences of laws and their detrimental negative impact on these communities. Anthony’s arguments, adopted by some of the highest courts in Canada, draw on the lived experiences of Black Canadians, particularly in the context of criminal justice – a perspective that is often underrepresented, but sorely needed in our justice system.”
Anthony continues to inspire the legal world through his pursuit of access to justice, and anti-Black racism advocacy. We are so proud to highlight his efforts; Anthony embodies what it means to be an A2J All-Star not just in the law, but in the pursuit of human rights.
